May 25, 2011 Resolution by the Public Works Center of Study and Experimentation which calls for the creation of education scholarships for personal/individual research investigation in activities and subjects of competition of said organization. Applicants will be able to opt for scholarships convoked by the present Resolution. These persons are real persons who are fully capable of working and have not fallen into any of the prohibitions as set forth by being a beneficiary of any state subsidies and meet the following requirements.

Requirements: 
Applicants will be able to opt for scholarships convoked by the present Resolution. These persons are real persons who are fully capable of working and have not fallen into any of the prohibitions as set forth by being a beneficiary of any state subsidies and meet the following requirements. a) Must be a Spanish national or a national of a European Union country, or a foreigner with permission to work at the time of applying for the scholarship and fluent in Spanish. b) Must have obtained an undergraduate degree or Master’s degree in Engineering. The completion date of said degree should be after June 2006. Also licensed applicants can apply for the scholarship if the studies have been completed after June 2003 and accredited between that date and June 2006, and prove that they have been in charge of the care of children younger than 6 years old. c) Be enrolled in or possess the required characteristics to be admitted in a Doctoral program of a Spanish university in related subjects in the first paragraph of the scholarship or scholarships for which they are applying. The inscription in said program during the first period stipulated by the university for said inscription after the concession of the scholarship will take place at the reintegration proceeding of the conceded help. d) The titles obtained abroad or at private Spanish university centers should be validated or officially recognized at the time of application or have documentation proving their approval is in process. For it to be duly considered as a valid degree it must be accepted by the present convocation, the applicants must accredit their application through the presentation of a certificate sent by the corresponding university, and meet the requirements for admission to a doctoral program. In the case that the approval of the degree is in process, the beneficiary will be obligated to immediately notify CEDEX that it is in process. The refusal of the application for approval will take place at the proceeding for the reimbursement of the conceded help. e) Not being physically capable or suffering from an illness that could impede the development of activities constituted by the scholarship. cve: BOE-A-2011-
Limitations: 
The scholarships referred to by the convocation are not mutually compatible with each other or any other similar scholarship or aid financed via public or private funds or those of the European Union. Likewise, the scholarship holder will not be able to receive any economic compensation, monetary retribution, or in kind retribution nor any professional fees for the exercise of any professional or work activity, be it by a personal or by alien account. In the same way, the scholarship is incompatible with the receipt of unemployment compensation. Despite what is previously stated, scholarship holders will be able to loan collaborations with formative ends in teaching jobs in a university department with prior agreement between the professor and said department up to a maximum of 70 hours a year with documentation of said collaboration for it to have its due effects on the competition. The university department will extend a teaching certification imparted on the scholarship holder at the end of its completion. The revocation of the scholarship and the reimbursement of the improperly received funds will be able to be demanded by official means in accordance to the provisions of Law 38/2003 on November 17 by the General of Subsidies. The finalization of the period of use of scholarships of this type or other similar programs will constitute the impossibility of being awarded another scholarship.
